HEED THE NEW LIFT & ESCALATOR REGULATIONS
Effective from 30 November 2010
 
New safety regulations relating to lifts, escalators and passenger conveyors were published in the Government Gazette (335613, Notice 828) on 17 September 2010 and will come into operation on 30 November 2010.

All Businesses

All businesses - body corporates, restaurants, guesthouses, hotels, shopping centres and the like - that have such conveniences installed at their premises need to ensure that they are compliant in time.

Applicable to Whom?
The regulations apply to persons who:
Have escalators, lifts or passenger conveyor belts on their premises; and
Carry out work on these conveniences.

What is Required?
Permission to install and use - as from 30 November 2010, you may only allow:
The installation of a new or used lift, escalator or passenger conveyor
 
- if a completed form has been submitted to the Provincial Director,
- an official number has been received; and
- the installation complies with the regulations, standards and specifications;
The use of a lift, escalator or passenger conveyor
 
- if you have a valid comprehensive report completed by an inspection service provider;
The use, installation or modification, of any lift, escalator or passenger conveyor if it has been designed and constructed or modified in accordance with the relevant standard and the National Building regulations.

Old lifts – still operated manually
As from 30 November 2010, you as user of a lift that does not operate automatically, must appoint the operator of such a lift in writing and instruct that operator as to the dangers of its operation.

General Regulation
The frequency of inspection, testing and comprehensive reporting on a lift, escalator or passenger conveyor by a registered inspector in respect of it being used for the first time; after modification; after any failure has occurred; or a change in service provider has taken place, has been shortened from 3 years to 2 years.
The qualifications and technical skills required by a competent lift repair technician and operator are specifically prescribed and a lift service provider must ensure that employees are properly qualified.
